Sultan from All-New 1. This one came out in early 1943 which seems kind of late for Sultan but there are a couple of good Sultan stories in that issue and maybe even one by Palais.

Just noticed some more nice splash panels by Palais. He was the artist for The Claw stories in Daredevil and made some pretty nice splash panels.

His style is in these stories is similar to the Futuro story in Great and maybe the cover.

The first splash is reminiscent of Reed Crandall's cover to Military 20. The third looks to be a riff of Jack Cole's cover for Silver Streak 6. The second is typical of Palais's style and is much more action-packed and lively than the stately and formally composed design of Great 3.
