Looks like a solid 8.0 to me--which should translate to at least a CGC 8.5 I would think.

You have peaked my curiousity: why do you believe a solid 8.0 would translate to a CGC 8.5?

What is your thinking on number of acceptable spine ticks?

I don't count the spine tics one by one, I look at the book as a whole. Rounded/blunted corners, numerous spine tics/staple stress, the back cover spine and overall dirtiness. In my opinion it looks too good to be a 6.5, maybe a 7.5 on a good day, 7.0 for me.
