Fixing micro-chamber paper on a thick slab

Can anyone describe how to safely fix this issue, and does the technique change on the thicker slab?

One option is to try to tap it into place but that can be risky.

 

The safest way is to just reholder.

But CGC doesn't consider the micro-chamber paper peaking out (that is what we are talking about, isn't it?) a defect. So, you could pay for a reholder and get ... another slab with the paper peaking out.
