How much does a 3 mm* cut do to a grade?

One of my comics has a 3 cm cut near the spine. Without it, it's a Near Mint easy. I just want to know what's the highest grade that it can get.

It's not a production error, I don't believe. It's the walkig dead #33 that had been cut during unpacking

There are many comics that have what looks like a small cut, which is production related. Including Walking Dead 33. May not get a 9.8, but 9.6 is possible if that's the only defect. A scan would be helpful.

Over an inch long cut? I dunno... I have seen tears that long get 2.0-2.5 range grades, but IDK if CGC would see a tear and a cut differently.
