Does the New York World's Fair 1939 count as earlier than Superman #1?

My NYWF39 cover has a date stamp of 8-11

 

Interesting. The fair opened on April 30th, 1939, and closed on October 31st, 1939.

 

I guess an August 11th date stamp would represent a date it was being sold, but not the earliest date it was being sold.

 

NYWF39 is a good trivia answer...

 

Name the only comic book featuring Superman that was published before Superman #1 and isn't Action Comics.

(Then, the hint would be: He's blonde on the cover.) lol
