Can a book get a blue label 1.0 if it's incomplete?

The reason I ask is... I am thinking of getting one that is blue label 1.0 yet incomplete, and I want to be sure if I ever resub it, that they aren't going to knock it down to a 0.5. I thought that an incomplete was always a 0.5, unless it had a green label.
