Spine splits open vs. Tape?

I have a book that has a 2 inch spine split on the corner. Questions:

 

Does tape added count as restoration? I have seen this countless times in blue universal labels for AF15

 

While tape still lowers the grade, would it be better to have the tape to seal the corner or leave it open?

 

I'm going to resub it either way, so pics posted shortly.

After consideration of the expressed views of the community and assessment of the practice, beginning with submissions postmarked after May 3, 2013, CGC will modify its grading standard and ignore the presence of tape if it serves a function (such as fixing a tear or spine split) and instead grade the book as if it was not present. Therefore, any existing defect will be graded accordingly. If the tape does not serve a function, the tape will be treated as a defect and the book will be downgraded. By doing this, books will still receive a Universal Label but the grade will better reflect the actual condition of the comic book.

Wow...so if i have a detached cover and use tape to reattach it, since it serves a purpose they will ignore the tape? Interesting

It's better than their old policy of upgrading books that had covers reattached with tape, or entire spine splits mended with it. As it is now they will still grade it as having a detached cover.
