How does CGC determine FMV for purposes of Submission Tiers?

Hi Guys,

 

I just joined CGC and I'm preparing my first submission of books. I'm going to be submitting some hot movie books (high grade Sgt Fury 5, TTA13, etc.) and I'm wondering how CGC determines FMV for books like these. Do they go by Overstreet or recent sales data?
