This looks like some event Dr Neff would be involved with.

 

It's some members of the Portland Superhero's Coalition. They do fund raisers for Children's Miracle Network and Doernbecher Children's Hospital....stuff like that. It's amazing the people who call them and want them to attend some function or other.
