ReHolder question

Someone asked our support about the holder in the following ComicLink auction:

We have that same book recorded as being sold on eBay on 8/26/2013. It's the same book with the same cert #, but it looks like it's in a new holder. I'm not familiar with the CGC ReHoldering process. Can someone confirm for me that this is just standard practice? Below is the picture we have stored. Thanks.

Why does the label look mis-cut?

 

Yeah - I don't get it. However, I don't think there's anything devious going on here. ComicLink wouldn't get into something like that... and the seller whose watermark is on there has a solid feedback rating.

 

I've just never personally gone through the Reholder process so I don't know how that works. What really confuses me is that the cert # shows it was graded prior to the eBay sale. (shrug)
