Is this Star Finger from Who's Who issue 21?

Im not a DC guy really, but I acquired this page of art as a throw in. Anyone familiar with Who's Who from DC know if this was the art for StarFinger in issue 21, page 32?

HAHA, I had to reach into the vault to remember that name. I remember him having a different mask though...im guessing this is some version of it. Seems like all Legion villians have 2-3 versions over the years.
