Return label

So I recently sold a book. Buyer receives it and the box came damaged. Wants me to do partial refund but That's not my policy.

 

I told him I would refund upon arrival of the item.

 

He agreed but wants me to send him a return label.

 

I asked for an email address to send the label to but he states he has no printer to print out the label.

 

What do I do now?

Can he go to a P.O.?

PayPal him the return shipping cost. He can then take the package to the post office and they'll print out the postage sticker with delivery confirmation.
