Frazetta's Buster Crabbe #5 - Can this residue be removed?

This looks and feels like tape residue next to the tape pull at the top of the front cover. I actually think the tape ran across that top area since there is a bit on the other side of the tape pull as well. I think a dry cleaning would help overall.

 

I know it may not increase the grade but will greatly help the presentability. It is a solid book - tight copy with nice supple pages. The back cover is nice.

 

So can the residue be removed without damaging the book (not by me but a professional)?

Thanks - Yeah that would be my fear - want to keep it blue as I detect no restoration now.
