How does writing on cover affect grade?

I was in a LCS last week, and there was a higher grade gold key I was looking at. It's one of the ones that doesn't have the issue on the cover, and somebody had written the number 2 in pen under the gold key box. How does something like that affect the grade?

About one grade, a 9.2 to a 9.0
