Rocket Racer, the Spot, etc., are pretty bad... but the Hypno-Hustler has them beat by a mile. Razorback - despite having a cool-sounding name - is a guy dressed in green wearing a giant boar's head. Pretty corny.

 

The Spectacular Spider-Man villains were just a step above the Electric Company, IMO.
