anyone wanna chime in here? It looks really bright. I thinking that the right side dirt on the back cover might be cleanable.

9.2 to 9.4 for me. Corners (especially the lower left front) are a bit rounded and dinged. Still a great looking book!

Does the dirt on the back cover effect the grade at all?

8.5-9.0 Bottom left corner is less than sharp and it looks like there are markings along spine on back for a NM to me but a 9.0....is a great grade for a 12cent comic (I think there are way too many 9.8 now anyway I still never graded one that I have gotten that from CGC but that's just good luck)

Technically no, but it will look a lot nicer without a light cleaning.
