No, Diamond Previews solicits Avenging #8 which shows the cover to Avenging #9

so the true 1st appearance is the Previews that had Avenging #8 in.

There is a very small but loud minority that thinks an ad like this should matter more than the first story printed. Yes, this was printed before either Avenging SM or Captain Marvel, but it's not generally considered an appearance if it's just an ad/preview.
