production ink?

Hey guys, the comics I've picked up recently have the smudges on them so how much would it detract from the grade because the comics I have are around a 8.0/8.5 condition, can it be dry cleaned? this is my first time encountering this so any help would be awesome

The ink wasn't fully dry when they stitched the cover to the insides, don't think it can be dry cleaned.
