Court of Owls: What the F#@! is their first appearance?

So, back on topic. Why is CGC not listing issue 6 as the first full appearance of the court on the description they write on each slab? Also, why don't they list "First appearance of Talon" on issue 2? At least some of the other guys are recognizing that issue 1 is a "mention" of the COO and issue 2 is the first appearance of Talon (Calvin Rose). Thoughts?

If you request this, there is a good possibility they will list it on the labels
