CGC SS vs CGC Universal grades

Not sure if this has been discussed here before, I am new to the forum. I have Been looking around eBay, my comic shop and comic connect, where you can see high quality scans of comics and it seems to me that many signature series books are over graded. Maybe I am just but I am seeing this on a consistent basis with the same title book in for example 9.4 Universal but the same book in SS is 9.6 sometimes even 9.8!

There's no difference between how CGC grades for SS and universal label books.

I know that its just alot of books I see in SS seem to be higher grades then they should be.
