1935E Silver Certificate with Unknown Signaure

Recently while sorting silver certificates we once again came across this note. We cant seem to decipher the signature for some reason. Maybe one of you has a better knack for reading signatures. Iv enclosed a link to a page with a detailed scan. Any help is appreciated!

The top signature is Fouad K. Saab.

My research yields no results on a Fouad K Saab, doe you regonize this name in any way? Though its entirely possible someone unknown just signed a bill in this manner.
