Sometimes the publisher want to make those reprints special

by publishing a new Cover or Art ;

Usually bringing an artist related to the book (Not always).

Marvel commissioned a new painting from Julie Bell in 1994 for the new collection of Iron Man/Doom/Camelot stories.

Valentino's Guardians of the Galaxy had a collection of the first 6 issues while that series was still going. Here's that tpb cover from 1992:

They've reprinted the series a couple times since (both times recent) and unfortunately they never asked him to do a new cover or add any new material to those.

well, I actually have a few, and they are mostly reprint TBP or 2nd printing covers:

 

1. Infinity Gauntlet TBP Cover - I did not even know this cover existing until I bought it

2. Denys Cowan Batman Blind Justice (Detective 598 to 600) TBP cover. Once again, did not know this existed, but this was created years after the original floppies, and I think there was another Janson TBP cover before this was created

2. Don Rosa / Son of the Sun : not sure if this one meets your requirements as it was created before Fantagraphics published the "Don Rosa Library" series and decided to use it as the cover for the #1 volume. It was originally a poster for the French edition. It has also be used in 2016 as a cover for a greek edition.
