Does CGC forgive light scratches from artists SS?

I understand that comics get regraded when they are submitted for signature series, but I am wondering if there is some forgiveness for light scratches/palm prints. For example a 9.8 book that looks like a 9.6 after being signed/handled.  Thanks!

Not in the slighest. As a matter of fact, the primary reason blue label 9.8s drop to 9.6s after being signed is exactly because of this - scratches/indentations that occurred during the signing. Apart from the signature being ignored, a SS book is graded exactly the same as a blue label book.
