There was a Supeman #1 that looked similar and received an unrestored .5 grade in lieu of the qualified label. I doubt if anyone would pay the asking price though.

This reminds me of the section of Comics Between The Panels (great book) about the word "otherwise". Like the word "qualified" it is the point where the seller asks the buyer to suspend disbelief and ignore what's in front of him.
