I've heard of this, but never seen one in the wild. Is it common to give a blue label to GA books with minor color touch? Did CGC's standards change at some point?

I was once told that if the glue and/or color touch is minor enough that if removed grade would be same, so Cgc allows

You know I think I've seen it on a few SA books -- possibly these are errors and the books should have been PLODs.  But certainly it's mostly on GA books.

Been their policy from the beginning.  Supposedly was adopted because there were a significant number of ped books (including Church copies) that had a bit of color touch or had minor spine splits sealed with glue.  Putting those books in restored slabs would have been a nonstarter as CGC was trying to attract business from established collectors and dealers. 

On this book, I'll hazard a guess that both the glue and the ct are at the top of the spine and meant to repair a bit of damage there.
