I think its interesting Marvel was reusing covers on such a short series run. From what you posted 13 & 23 are the same. Additionally 1 & 24 and 3 & 26 are the same cover. There was a gap of two years between issues 17 and 18 of Chili...I think Marvel revived the title (along with other lesser genre titles) in the early '70s to boost their market share / newstand presence.
