I am not sure why you'd think that, they are pretty clear about all conditions apply. It isn't a modifcation of the rules, it is in accordance with the rules which are clearly stated for reasons such as this. Really happy about this one, as the black cover makes it tough, and this issue is was a gaping hole in my later issue J.O. collection. Plus, just look at that cover - moon landing, butthurt Supes, etc. I had looked all day and into the night for a book. I would have jumped on that Thunder Agents if I had seen it.
