So, found this book at a local store today for $3.  Ploog is always amazing, so quite happy to get it. BUT, when I got home, I found this print inside.  I was wondering if anybody knows anything about the distribution of the print?

No, not at all, except that there appear to be 500 of them . . . nice surprise!

Pretty sure you're right, just not sure if every  copy of the book came with the print.

Yeah I recall buying this direct from my LCS at the time of release; I know mine is signed as well. I don't recall the press total of signed vs. not signed. I'll have to dig mine out to confirm the print is the same.
