IGB are a husband/wife team that take resto to the next level. They call it 'restoration', most would call it 'recreation'.

That's exactly what it is; a re-creation. Except that instead of creating it on fresh paper, like a reprint cover, it's re-created over the original paper, with very little of the original paper, if ny in some cases, showing through. Very responsible of CGC not to slab these and allow their census of uber-high grade issues to artificially increase based on the slabbing of artificial books.

Restoration is another thing altogether. This isn't restoration any more than it would be for someone to take pieces of paper, glue them together, slather bondo over the surface, let it dry, paint it white and then paint a landscape over it.  The only difference here is that they're painting the same cover over the bondo and paste reconstituted cover.
