One of the stories in Green Giant was reprinted from Motion Pictures Funnies so seems there has to be some tie between the two companies.

Funnies Inc. was the Lloyd Jacquet's studio, which also produced content for MPFW, Centaur and Timely in the early years.  You will notice they hold the copyright, and apparently Jacquet owned some of the characters whose stores his shop produced in the early years, including Sub-Mariner and the Human Torch before he sold them to Goodman at some point in 1940. 49 W. 45th was Funnies Inc.'s address, so it is likely Pelican was just a company formed by Jacquet  to publish his shop's output, but possibly he lacked the proper distribution connections to make a go of it.
