I recently purchased a book graded by one of the competitors. I noticed the back had a rusty staple that seems to have migrated to the slab itself. I checked grader notes and no mention of the rusted staple. So my question is can a book get a rusty staple after being slabbed?

Depends on where stored and for how long. If only one staple is rusty, unless water seeped into that are of the staple, I don't think one staple would be subject to oxidation and the other one not. My guess would be that if it's rusty now, it was at a time prior to being slabbed.

Yes. Definitely. Staples can also worsen after being slabbed, even if they only had the tiniest amount of rust at the time.

Slabs need proper storage conditions just like any other comic.
