Does it have to be reported or does a mod just stumble upon it. Who ultimately decides if the content is inappropriate? Not trying to start trouble just curious. Sometimes mods stumble upon them. 3. Admins and mods are all-powerful. Only their discretion matters. 4. There are TOS and guidelines all over the place.
