Dumb Question.. Estimating Value

I'm brand new to CGC and just submitted my first books for grading.  I've tried to find answer to this question online, but I'm stymied.

Grading price is based in part on the estimated value of the comic.  What if I'm uncertain as to the value? Is value based on graded or ungraded?  If I estimate the maximum value as under $200. and your grading suggests a higher value, how do I pay the higher price for grading? (From $27 to $38).  Make sense?  I may be totally misunderstanding the system.  I obviously want to get the lowest price for grading, but don't want to "scam."  I'm happy to pay the exact grading cost, I'm just unsure as to how to proceed.

Good morning,

Thanks for your message.  The value we ask you for is an insurance value, a number you would feel comfortable with in terms of a replacement value if your book was lost or damaged while with us. We do encourage you to be conservative as we do not reimburse you if you over-value your book. In the event that your book was grossly under-valued, we would contact you to bump the book to a higher grading tier and you would just pay the difference in the grading fees at that time.
