Signature Series with manufacturing "defect"?

Is CGC still doing Yellow labels with qualified green stripe? 

I came across a sig series book that was manufactured without staples (Love and Rockets #1, which the owner says they told him that they ran out of money at the end of the printing run and the last "batch" came with no staples?) 

The current owner said CGC was going to put it in a yellow/conserved label once it became available (again I have my doubts on this since a lack of staples isn't "conserved" in any way)

 

Would this book just get a straight yellow label now? Would it get a notation of the "Manufactured without staples" on the label?

That label is still in use according to their site.
