1st Appearence of Lex Luthor,Action 23 or Superman #4 ..??

Being that neatstufff has a really nice unrestored copy of superman # 4 up for sale on ebay i thought it would be prudent to ask this question. It has been recently argued that supes # 4 preceeded action 23 as lexs 1st appearence.It has always been accepted that action 23 was the 1st appearence. whats your 10 cents???

Action #23 the whole way. It is clearly the first appearence. Some try to argue that supes #4 hit the shelves first, but I think its to try and make it sound more valuable than it really is. (And its an old argument too, not a recent one. It's brought up from time to time.)
