When Did CGC Change Turn-Around Times for Trading Cards?

Does anyone know the date CGC increased their turn-around times? I feel like Economy was at 30 days when I made my submission. Now it's 45 days. Should CGC honor the times they gave when we put in orders? And should they be more transparent about when they makes turn-around time changes?
