Submissions page has been blocking access to cart for almost an hour 0

I took many hours out of my day yesterday and today to finish up my submission. The lag on the website prolonged this process even more. Now I am unable to submit my submission before the deadline. Hopefully you guys understand and can let me process my cart once your website is back to normal.
