Effect of small cut-out and internal corner piece out?

Howdy.  Hope folks could share their thoughts on this one.  In an effort to focus the discussion on the impact of certain defects, let's just assume a lowish-grade early SA book (FF4) that would grade about 2.5 max due to the cover's wear, creases, and tears, except it also has one dime-sized cut-out that affects the art on page 17 and its flipside, and a piece out of the top corner of the final page that does not affect art.

What blue grade could this book achieve?

by historical definition, this would be considered a fair (1.0 ) copy...the defect(s) affect the story/art on 2 pages. However, cgc tends to veer off the "standard" grading definition and I could see this copy getting a fair 1.0/1.5 at best cgc grade
