Could be insect droppings.

Whatever it is, it is "bleaching" the surrounding inks. Latex or acrylic based paint drops are less likely to do this, so it could be an oil or solvent based paint or ink. 

Almost impossible to really tell without actually having the book in hand.

Without seeing in hand I cannot say for sure, but from the picture I would guess little spots of mold growth. Not just on Flash's leg, there is one a bit further down as well
