Afraid not. 

That scribbling has likely been there a while which would make it harder. Also, Bronze Age books don't hold up well to ink removal.

It is on a white background which is advantageous to the removal and dry cleaning, but I don't think the ink would ever be totally cleaned and you'd be left with a book that possibly presents better but is still damaged.

It's like the time I used archival glue to reattach a centerfold at the top staple of a pretty big key. It was a CGC 5.0 but a press popped it. The detachment may have only slightly dinged the grade, if at all.

Still, I didn't like it so I did it. The book's staying with me for a long while anyways.
