Venus was first, appearing in 1997's live-action show The Next Mutation. But that's all she ever appeared in until now. 

Hence the technicality. And yep, it was TMNT 95. I've still got to track me down a copy of that issue.

and I think Jennika actually "appeared" in an early issue of TMNT, I want to say in the #50's, but she "becomes a ninja" in #95

That's correct. I think her first appearance in human form was something like #51, and then she didn't get mutated until #95.
