Just wondering if it would be recommended to remove the tape or leave it as is? and what id be looking at grade wise without & with tape.

Technically you can get the tape off, but there's going to be at minimum a lot of ugly discoloration where it was.  Given the way that book looks you're likely to get some damage as well, not to mention what damage the tape is covering.  Unless you're planning on a full bore restoration -- which would be really impractical -- probably not worth it.

I have had tape removed by CCS without the book being damaged or restored, and the book looking pristine afterwards. Your results may vary however.

I've removed some tape and you would never know it was ever there. I've removed other tape and it left a miscolored scar that looked worse than the tape. Get professional advice would be my suggestion.
