Are Robert E. Howard’s Conan and Marvel’s Conan considered different characters?

Same character.
 

For example, at least two comics interpretations of REH’s classic ‘Tower of the Elephant’; Roy Thomas at Marvel and Kurt Busiek at Dark Horse (originally).

Thought Roy Thomas stated in Conan comics header 'adapted from the stories created by Robert E. Howard'? Not sure if there was such a header on page 1 of the 'Savage Sword of Conan' mags but probably in 'Savage Tales' Red Nails epic story with art by BWS.
