So If I am a premium member, but want the 10% Elite discount due to a huge shipment of books I want graded, can I just pay the $150 extra and get an elite membership that will then carry over through the end of my ongoing year membership?

I don't know for sure, but you can probably check by just going to your profile page and start the upgrade.  You don't have to complete it to see what it charges, see what the terms are as far as membership period.  That should tell you whether you are starting a whole new period or updating the existing.
