Peter Parker changing into Spider-Man cell origins? what is this 1 1

This was in a collection of books I purchased.. .does anyone know what this item is? Where its from, when etc..   I don't think its a cell used in production of a cartoon or anything.. it seems like more of some kind of promotional thing stores received?.. no text on it.

Yeah it was for Marvel Action Hour. The ones I remember were just static character poses, 2 per 'cel', nothing as dynamic as that. 

You'd tell if it was production, it wouldn't be that pretty, and the back would be bumpy with paint, and it'd be sloppy.
