They don't authenticate non-witnessed signatures.  It's in the Help section FAQ: https://www.cgccomics.com/about/help-center-faqs/cgc-grading/collectibles-accepted-by-cgc/

 

Does CGC grade autographed books?

Yes, under the following circumstances: CGC's prestigious Signature Series label (yellow) is applied to comic books that have been signed under the direct observation of a CGC employee or a select CGC authorized witness, or in select instances where CGC accepted signed books directly from the signer / publisher. The signatures are authenticated by CGC, and the labels indicate who signed the book, the date it was signed and, in some cases, the location where it was signed. If a book is signed without a CGC representative present, it will receive a Qualified label (green), and will receive a Qualified grade. Comics with an unwitnessed signature on the front cover are supposed to come back with a Qualified Green label. Unless you specifically arrange with customer service to be blue, grade lowered to consider the signature as "writing on the cover ". Is it a comic you had graded, or did you buy it like that?

Inside signature comics are usually Blue Label, not downgraded for the signature. 

But if I am mistaken about this, someone can chime in. I have no personal experience with it, just what I have seen in other threads.

Low grade comics don't get qualified grades, at least not generally.

Interior signatures generally have a negligible effect on grade.
