Why so many 9.9 for TMNT 0

Trying search CGC + 9.9 and I noticed almost 90% 9.9 goto TMNT related comics. Why is it?

Those books get higher grades because they are square bound books with hard stock covers. Batman: Damned, is another good example.

Harder to get those grades on a normal stock cover comic.
