Is this a Counterfeit CGC case? 2 2

Hello, 

I just received this book from a seller and I have never seen a CGC sticker like this, just wanted to confirm that this was a sticker used at some point.  It's the 9.8 but it has CGC printed behind the number.  I have over 300 CGC graded books and this is a new one for me.  Also it has a bunch of spine ticks so it seems suspect.  Wanted  to make sure I'm not crazy (which is a possibility).

Hello, its: 4107207017.  I looked it up and its on the census, its just I've had books in better condition rejected from a 9.4 prescreen and the letters behind the grade look like it could be some sort of tamper proofing.
