the amount of downgrade will depend on the condition of the book otherwise.  The higher the grade independent of the holes, the larger the downgrade.  But it's a lot.

I have also seen books with notebook holes get a green label grade.  I think you should probably expect a green label qualified grade if the book is otherwise 7.0 or higher - and a 2-3 grade if otherwise a lower grade. Unless of course the book is a low grade copy to begin with. .

The highest grade I recall seeing on a book with hole punch hole was 3.5 universal...I am not sure on a green label (nor would I think this is preferred over a blue label). Generally these books get in the 2.0-3.0 range
