Going to submit 10/14 books for cleaning, pressing and grading. 

What would be a better membership:

$25 with no credit

or 

$149 with $150 credit ( how is the credit achieved )

With 14 books, you are going to pay $300+ for grading. Might as well pay $149 for membership. All of it goes toward grading fees, so your membership is essentially free. The other way, you are out $25 for membership. Both levels of membership include starter kits for submitting. The better the level, the kit upgrades, ithink. Check the membership benefits on the page.

I recommend you subscribe a bit ahead of submitting so that your credit is in place before your order is posted to your dashboard.
